SUNY Plattsburgh. Стажування за програмою підтримки адміністрування університетів

З 25 вересня по 22 листопада 2010 року заступник декана факультету іноземних мов нашого університету, доцент кафедри практики германських мов Анна Миколаївна Ляшук працювала у державному університеті міста Плацбург штату Нью-Йорк (SUNY Plattsburgh) над дослідженням організації прийому студентів до університетів США.
Державний університет у місті Плацбург був заснований у 1889 і відкритий у 1890 році. Університет входить до єдиної системи університетів штату Нью-Йорк, яка складається з 64 навчальних закладів, що готують бакалаврів, магістрів та деякі мають акредитацію для підготовки аспірантів. SUNY Plattsburgh має 6 214 студентів серед яких є представники 70-ти країн, з яких 5 567 навчаються у бакалавраті. Університет має 35 корпусів, що розташовані у центрі міста Плацбург, у долині Шамплейн, яка омивається озером Шамплейн та річкою Саранак і оточена Адирондакськими горами. Дістатися до найближчого великого аеропорту (міста Берлінгтон, штат Вермонт) можна тільки через озеро Шамплейн на паромі. Плацбург знаходиться на кордоні Сполучених Штатів із Канадою і тільки 50 миль відділяють його від канадського мегаполісу – Монреаля.
Стажування у вищому навчальному закладі Америки стало результатом отримання гранту Фонду Карнегі в Нью-Йорку, США, для участі у програмі підтримки адміністрування університетів. Програма підтримки адміністрування університетів (UASP) координується Радою міжнародних наукових досліджень та обмінів (IREX), проводиться за підтримки Корпорації Карнегі й діє в Україні згідно з міжурядовою угодою. Програма підтримки адміністративного управління університетів (UASP) надає гранти представникам адміністрації 13 вищих навчальних закладів України для проходження 8-тижневого стажування у державних університетах США. До списку українських університетів, обраних Корпорацією Карнегі у 2010 році, входять окрім Кіровоградського державного педагогічного університету: Харківський національний університет, Горлівський державний педагогічний інститут іноземних мов, Київський національний університет, Львівський національний університет, Національний університет “Києво-Могилянська академія” та інші.
У рамках програми кожен учасник працює в парі з представником американського університету за темою свого проекту у сфері вдосконалення управління університетами (наприклад: управління роботою кафедри, міжнародні відносини, фінансування і бюджетне планування університету) і до кінця стажування надає докладний звіт у форматі захисту дослідницької роботи про результати свого дослідження та можливості використання набутого досвіду в Україні.
Програма має на меті сприяти покращенню адміністрування в університетах України і пропонує її учасникам ознайомитися з американським досвідом управління університетами. У разі плідної праці учасників проекту над темою свого дослідження та поданні на конкурс пілотного проекту з впровадження змін у ВНЗ IREX надає додаткову фінансову підтримку на здійснення проектів з удосконалення системи управління тим учасникам програми, які розробили найбільш цікаві пропозиції для забезпечення найвищої якості організації діяльності свого університету, і заручилися підтримкою керівництва вишу.

As a student and then as an English lecturer, I had been introduced to many of the issues connected with the USA, but it wasn't until I travelled there — as a IREX (International Research Exchange Board) UASP (University Administration Support Program) fellowship abroad trip — that I gained a better understanding of American culture and peculiarities of US higher education. It was an excellent opportunity to stretch my imagination outside the box, get rid of bias and expand knowledge of the world. My first time in the USA was filled with trepidation as I saw what I only imagined or read before.
The first days in Plattsburgh, New York state, began with hopes and dreams of a new period of my life. I met new people, walked around drinking in the newness of a world unknown, where the buildings became for some time a second home to me as I released myself into a variety of everything new around. Whatever it was (not that warm, for example, as it is a northeast state) I never regretted to be invited to take my fellowship on the issues of Admission Management in the USA in Plattsburgh, situated in one of the world's most beautiful regions - on Lake Champlain near the Adirondacks – so close to interesting places like Montreal, Canada!
SUNY Plattsburgh (State University of New York) a four-year, public comprehensive college is a residential campus for almost 6000 students (like KSPU!), located in a small city, ten times smaller than Kirovohrad. It has a branch campus and offers more than 60 selected undergraduate and graduate programs. For example, the Social Sciences Department holds a variety of popular majors, including programs in Communications, Psychology and Criminal Justice. SUNY Plattsburgh suggests also unique programs, like Canadian Studies.
Each of these programs offers distinct advantages for students to engage in meaningful discussion and research projects with their professors. When a student is interested in art, performance, literature or language the Arts & Humanities may suit him best. Students are challenged to think critically in majors like Philosophy and English, or hone their skills in programs like Art, Music and Theatre. SUNY Plattsburgh offers personal growth and leadership development, opportunities for research even for undergraduate students. Also available experiential learning, opportunities outside the classroom e.g. field work, internships and research, study abroad programs, short-term study abroad programs. Whichever degree students choose in SUNY Plattsburgh, they can rest assured that they will be supported to reach their highest potential.
Campus of the University is walkable, safe, and scenic. Awesome scenery and geographic location is another highly prized asset that is a benefit to students. The Green Mountains of Vermont and New York's Adirondacks rise majestically above the Lake Champlain Valley. Plattsburgh is an hour's drive from Montreal, winter Olympic Village - Lake Placid, and Burlington, Vermont. A range of movie theaters, restaurants and shopping malls are nearby.
The university provides students with rich recreational and cultural experiences. Campus activities abound in the residential, seven-day-a-week atmosphere. More than 100+ student organizations span cultural, social, academic, and indoor and outdoor recreational interests. In addition to intercollegiate athletics, intramural and club sports are popular. Athletic facilities, Angell college Center, the Quake radio station, clubs, international students clubs, academic support, leadership and service opportunities, “cultural” forums for the local community, theatre, museums – this is not a full list of what students in SUNY Plattsburgh can be involved in.
What I personally liked especially about SUNY Plattsburgh residence halls is – that they are all equipped with wireless Internet connections, it is so convenient! Moreover each dorm room is equipped with two high-speed wired computer connections to the College's network and the Internet. Wireless zones and online computer stations are available throughout the campus.
I gained valuable experience on and off SUNY Plattsburgh campus having visited New York State Clinton Community College, Potsdam SUNY and private Clarkson University. Located in the northern Adirondacks in the college town of Potsdam, Potsdam SUNY and private Clarkson University lure students by their new approaches to learning. Their students are grounded in the fundamentals but also learn how to successfully manage the unique challenges of today’s complex world. Obviously there is a difference between private and state universities based on funding, endowments and the degree of facilities development but the main approach to the students is similar.
Here in Ukraine, we can often witness a proud “Nothing personal. Just business” attitude to students, but SUNY Plattsburgh is emphasizing personal approach to each student. Its main motto is treating students like customers, hoping that satisfied customers will keep coming back. SUNY Plattsburgh aims to provide students’ access to highly qualified hardworking faculty who care about students, take pride in their work in order to make a pleasant environment for study.
I was pleasantly surprised to see how highly academics and students at SUNY Plattsburgh value their college, they are proud to show that they belong to SUNY Plattsburgh! They easily point out the advantages and benefits of the college; they wear clothes with logos of the University and they are eager to volunteer and participate in its activities! That is the attitude we should borrow and implement in our University life.
My fellowship in the USA as a University administrator widened my understanding of American life, I spent much of my time there discussing development issues with the SUNY Plattsburgh staff and faculty, professors and college students, and I can say my trip was an "excellent eye opener." What you come back with from a study abroad is not just knowledge; it is experience and life lessons that come from everyday situations others face. And that was an experience not to be ever forgotten! Trips abroad, educational in particular, do something to you as a person that years in college may not do.
