Project summary
Gender inequality is a phenomenon, which plays role both in formal and in non-formal aspects of life. In addition to various gender stereotypes are common, population has a low-level awareness on issues of gender equality, and there is no reliable and regularly collected statistics. If we talk about both of national and sub-national levels such fact as gender inequality has it`s different ways of expression and complicates the development and implementation of the effective political actions.
In Ukraine the gender inequality is practically have not analyzed at the institutional level. That is why the gender inequality researches, giving information, gender equality promotion based on the European values and the best experience and extremely valuable and necessary for us.
The implementation of this project is relevant for acceptance the European values, culture, and the gender equality promotion and getting rid of conservative patriarchal stereotypes. This point is also valuable for the formation of a new Ukrainian school as gender neutral.
Therefore, the main purpose of the project is popularization points of gender issues among different strata of population and drawing public attention to the gender equality promotion and universal inclusion of gender dimensions.
The project implementation in the direction of researching and distribution of the European experience in world gender researches will be the prolongation of the cooperation with European programs Tempus (2009-2018, Project “Educational measurements, adopted to EU standards”) and ERASMUS + (2015-2018, Project “Educational program “Gender studios: the step to the democracy and peace in countries which have different traditions and situated near the borders of European Union”).
Because if this we can say that our cooperation experience, professionalism and pedagogical experience make the good basis of project implementation and effective broadcast of its results to another people, who are not directly take part on the project, such as bachelors, masters and postgraduate students.
The project implementation at the sub-national and institutional levels involves a number of different activities such as forming of students’ and teachers’ abilities to navigate the peculiarities of international European practice in the field of gender educational statistics, gender stereotypes and prejudices in world education and gender education technologies.
It will take place in the form of course implementation in the educational process of pedagogical specialties and in the form of summer schools also. In addition to meetings, educational visits, promo actions were planned. Among participants will be all society in general, teachers, personnel of the regional statistics office, personnel of sociological services of the region, medical personnel.
Finally, it is planned to organize a research work to generalize and systematize the results of the project. It will include the study of the main approaches in the EU and Ukraine to gender equality and adaptation of complex gender indices to the subnational and institutional levels. It is planned to acquaint politicians, businesspersons, specialists and the public with the results of scientific research work and plan the use of project materials to promote and finance gender equality.
Target group: teachers; students of various bachelor's and master's programs of the university; management staff of universities; representatives of the public organization "University of the Third Age "Inspiration"; teachers of humanitarian departments of the Central Ukrainian National Technical University; teachers of the Kirovohrad region; members of the Small Academy of Sciences of Ukraine in the Kirovohrad region.
The project envisages the following results:
- Creation of a package of educational materials highlighting various aspects of gender equality at the national and sub-national levels, ready to be implemented in educational programs for all specialties of the university;
- Creation of the monograph "Gender dimensions of Ukraine: adaptation of gender indices to the subnational level" on the adaptation of complex gender indices to the subnational and institutional levels and methodologies for implementing adapted gender indices in the practice of the statistical structure of Ukraine and its regions, as well as in statistical corporate services; in the activity of health care structures; in the practice of functioning of sociological structures; in political decisions.
- Promotion of gender issues among the public.

Within the framework of the project " Subnational gender equality: balance of EU values and Ukrainian realities", a number of key results (deliverables) were planned, aimed at developing research potential, improving the methodology of gender analysis, adapting European tools to the Ukrainian context, and ensuring wide access to the developed materials. All planned results were successfully achieved within the specified deadlines.
Deliverable 1. MONOGRAPH “GENDER DIMENSIONS OF UKRAINE: ADAPTATION OF GENDER INDICES TO THE SUBNATIONAL LEVEL”
The monograph is devoted to the study of complex gender indices and their adaptation to Ukrainian realities. It aims to substantiate the importance of complex gender indices as a tool for assessing the level of gender equality and forming effective management decisions. The results of the study can be used to develop policies aimed at reducing gender disparities, both at the national and regional levels. The monograph will be useful to scientists, experts in the field of social policy, as well as representatives of state authorities and non-governmental organizations working to solve gender equality problems.

Deliverable 2. INFOGRAPHICS AND ANALYTICS WITH REGIONALLY ADAPTED COMPLEX GENDER INDICES
During the work of the project, statistical lifters with regionally adapted gender indices were developed and published, which can serve as a useful analytical tool in the field of decision-making and policy planning, as well as in the education and health care systems.
Due to martial law in Ukraine, most of the statistical data was not published by the State Statistics Service of Ukraine, therefore all adaptations of complex gender indices were performed using the latest complete set of data (2020-2021).
A significant result of presenting the adaptation of gender indices to a wide range of stakeholders was the Analytical Report “Regional Gender Gap Index for Ukraine in 2020”.
The published analytical report on the adaptation of gender indices at the subnational level is an extremely important resource for a wide range of stakeholders - scientists, analysts, regional managers, representatives of local governments, educators, and public activists.
The report is distinguished by its high analytical value, qualitatively structured data, as well as visually attractive infographics that facilitate easy perception of information. It is worth noting the gender profiles of the regions of Ukraine, which clearly demonstrate regional differences in ensuring gender equality, based on adapted complex gender indices.
This document is an example of an effective combination of European approaches to measuring gender equality with Ukrainian realities, and its results can be used as a basis for forming informed management decisions and further policy research.
The information leaflets (lifters), prepared within the project are an important tool for a wide range of stakeholders. They are of practical importance for statisticians at regional and national levels, representatives of local authorities, researchers, teachers, students, as well as specialists in the fields of health, education, sociology and corporate governance. Lifters not only popularize the results of the research, but also contribute to the implementation of gender-sensitive statistics in the practical activities of organizations. Thanks to visually appealing design and high-quality infographics, lifters easily demonstrate key results, including the level of the gender gap in 2020 and the level of gender inequality in 2021. Gender profiles of the regions of Ukraine, presented in the form of cartographic visualizations, allow you to easily compare the situation between regions and identify the specifics of each region. This format is particularly effective for dissemination to the public, as well as as an analytical tool for shaping local equality policy.
Accordingly, lifters are not only the result of research, but also an example of a quality communication product that combines scientific accuracy and accessibility for a non-specialized audience.

Deliverable 3. WRITING OF SCIENTIFIC ARTICLES BY PROJECT PERFORMERS AND STUDENTS
During the implementation of the project, considerable attention was paid to scientific work - scientific articles were published every year in international and Ukrainian publications, and student scientific activity was systematically supported, resulting in annual publications in the publication "Scientific Notes of Young Scientists".
The publications (listed below) demonstrate a systematic approach to assessing:
- Gender Inequality Index, Gender Gap Index, and Gender Development Indicators (publications 1, 3, 6, 8);
- Adaptation of complex gender indices to the Ukrainian context and analysis of regional differences in indicators (1, 3, 5, 8);
- Formation of scientometric rankings of pedagogical universities of Ukraine taking into account the gender dimension - in particular, publication 7 presents a methodology for assessing the gender core of the Hirsch Index of higher education institutions;
- Studying gender patterns of life through mathematical modeling of the remaining life span of men and women, which allows for quantitative assessment of socio-demographic characteristics (Article 4);
- Analysis of the impact of gender initiatives and projects on social transformations in Ukraine (articles 2, 3);
Gender aspects of education, including tolerance, the hidden curriculum, and the training of future teachers (9, 10, 11).

The scientific value of the results obtained is as follows:
- Innovation: use of quantitative methods in the study of socio-humanitarian phenomena;
- Applied value: recommendations for regional gender equality policy;
- International context: publications in European journals and international conferences confirm the relevance of the research to European approaches.

As part of the project, students of the Volodymyr Vynnychenko Central Ukrainian State University conducted in-depth research into key aspects of gender equality, which was reflected in a series of scientific articles published in the scientific journal "Scientific Notes of Young Scientists".
The research covers a wide range of topics: from gender budgeting and equality in education to the analysis of international complex gender indices. The authors compare the Ukrainian context with European standards, explore hidden gender mechanisms in society, and assess the effectiveness of equal opportunities policies.
The results of this work will help to form a scientific basis for the adaptation of best European practices of gender equality in Ukraine, which is a key goal of the project. The articles contain valuable analytical data and practical recommendations for the further development of gender-oriented reforms at the regional and national levels.

Deliverable 4. COPYRIGHT REGISTRATION CERTIFICATES
Every year, copyright registration certificates were received for works created within the project, which provided legal protection for the developed materials and opened up the possibility of their wide distribution.
Thus, within the framework of the project, the scientific team prepared a number of thorough analytical and methodological works covering conceptual foundations, implementation stages, methods of regional adaptation of gender indices, as well as educational components related to conducting trainings and summer schools on gender topics. The main developments received state copyright registration, which confirms their scientific novelty, uniqueness and practical value for the further development of gender-sensitive policy and statistics in Ukraine.

Deliverable 5. COMPENDIUM
